What repair can recover
Repair can rebuild an inconsistent file structure, but it cannot recreate bytes that are missing or unreadable. Bookmarks, forms, signatures, metadata and attachments are not transferred.
Problems a rewrite may fix
A clean rewrite can help when a viewer rejects an unusual cross-reference table, object stream or trailer even though page objects remain readable.
It may also improve compatibility with software that expects a more conventional PDF structure.
Limits of PDF repair
Missing images, damaged font data and truncated page streams cannot be reconstructed when the required bytes are absent.
